The Steam store still describes How to Fish as a 1–4 player game, while official Patch 1.0.4 added support for lobbies of up to eight. Treat eight as a patch-added lobby capability and check that every player is updated before troubleshooting.
Why official sources show two limits
The product description was written around one to four players. One day after release, Patch 1.0.4 added support for up to eight-player lobbies. The patch note is the newer capability statement, but the store text had not been updated at this check.

Private lobbies and connection symptoms
Patch 1.0.5 added private invite-only lobbies and allowed session type changes from server settings with a restart. Patch 1.0.4 attempted to fix black and gray screens around joining or starting.
Patch 1.0.9 added a Steam connection diagnostic. If the relay text is red, follow the official patch guidance and check the community common-bugs channel rather than installing an unverified multiplayer mod.
